This beautiful card is actually very simple when you use one of the embossing folders from the new Mini Catalogue.  I've used the Vintage Wallpaper and lightly sanded it before mounting onto card stock.

I've also used one of the Four Frames stamps and the matching Decorative Label Punch.   The sentiment is from the So Happy For You stamp set.  The only other addition is two rhinestones just to finish it off.
